In the three decades since our founding, Community Provider of Enrichment Services (CPES) has become well-known as one of Arizona’s leading providers of quality coordinated service for individuals with developmental disabilities. Our expertise in creating systems of care tailored to the individual needs of this vulnerable and complex population gives CPES’ clients a decided advantage as the field places new emphasis on integrated models of care.
Building upon our success in Arizona, CPES recently expanded into California with the acquisition of Novelles Developmental Services and incorporation of CPES California, working to create residential options for consumers beyond the system of institutional care.

Since opening our doors in 1980, we have been alert to opportunities to improve the lives of an increasingly diverse group of consumers.
Originally founded as Community Psychology & Education Services, CPES’ original mission was to create community services for Arizona’s adults with developmental disabilities. In 2005, our program was expanded through the acquisition of Counseling and Consulting Services (CCS), a behavioral health service provider owned by one of CPES’ co-founders. Renamed Community Provider of Enrichment Services, CPES received its first foster care contract with the Administration on Children, Youth and Families the following year.

Our strength is in our people. CPES is an employee-owned organization (ESOP) with a workforce that includes approximately 1600 employees who share management’s commitment to smart growth and innovation in our capacity to serve.
